Abstract:
Since 2001, violence has erupted in Jos city, capital of Plateau state, in Nigeria’s Middle Belt region. The ostensible dispute is over the “rights” of the indigene Berom/Anaguta/Afizere (BAA) group and the rival claims of the Hausa-Fulani settlers to land, power and resources. Indigene-settler conflicts are not new to Nigeria, but the country is currently experiencing widespread intercommunal strife, which particularly affects the Middle Belt. The Jos crisis is the result of failure to amend the constitution to privilege broad-based citizenship over exclusive indigene status and ensure that residency rather than indigeneity determines citizens’ rights. Constitutional change is an important step to defuse indigene-settler rivalries that continue to undermine security. It must be accompanied by immediate steps to identify and prosecute perpetrators of violence, in Jos and other parts of the country. Elites at local, state and federal level must also consistently implement policies aimed at reducing the dangerous link between ethnic belonging and access to resources, power and security if intercommunal violence is to end.
The indigene principle, or indigeneity (that is, local origin), means that some groups control power and resources in states or local government areas (LGAs) while others – who have migrated for different reasons – are excluded. This gives rise both to grievances and fierce political competition, which too often lead to violence. Indigeneity was given constitutional force at independence in 1960 to protect the ethnic minorities from being submerged by the larger Hausa-Fulani, Igbo and Yoruba groups and preserve their cultural and political identity and traditional institutions of governance. Religion is a pertinent, albeit secondary factor, which reinforces underlying tension and, over the years, has assumed greater importance, especially since the return of democracy in May 1999. Fierce and unregulated political competition characterised by ethnic mobilisation and violence, coupled with poor governance, economic deregulation and rampant corruption, have severely exacerbated ethnic, religious and regional fault lines. The notion of national citizenship appears to have been abrogated by both ethnicity and ancestry....

Abstract:
On Nov. 25, Boko Haram, an Islamist militant group from northern Nigeria, attacked a church in Jaji, Kaduna state, using two suicide bombers during the church's weekly religious service. The first bomb detonated in a vehicle driven into the church, and the second detonated approximately 10 minutes later, when a crowd of first responders gathered at the scene. About 30 people were killed in the attacks; the second blast caused the majority of the deaths. The incident was particularly symbolic because Jaji is the home of Nigeria's Armed Forces Command and Staff College, and many of the churchgoers were senior military officers.
In the wake of the Jaji attacks, media reports quoted human rights groups saying that Boko Haram has killed more people in 2012 than ever before. The group has killed roughly 770 people this year, leading many to conclude that Boko Haram has become more dangerous....

Abstract:
Since hard-line Islamist groups took control of northern Mali earlier this year, regional and international attention has focused on plans for an African-led military force to drive out the insurgents. But this focus has distracted from the unmet and growing needs of displaced Malians, the majority of whom have fled to the country's south. Although easily accessible, they have received only limited assistance to date. With both the civilian government and the Malian army in a state of disarray, it will take time to get the political process on track and the army in shape to retake the north. In the meantime, meeting the needs of those displaced in the south must be prioritized. In addition, given the likelihood of a further deterioration of humanitarian conditions in both the north and south, coordination of the humanitarian response must be improved and far more emphasis must be placed on ensuring that well-developed and resourced humanitarian contingency plans are in place and ready for implementation....

Abstract:
The situation in eastern Congo continues to deteriorate, threatening to spiral out of control into an all-out war involving several neighboring countries. Throughout the latest explosion and previous cycles of conflict, the root causes of war are not being and have not been addressed, leaving “peace processes” to focus on flimsy power-sharing arrangements that have undermined the sovereignty of the Congolese state and the professionalism of its armed forces.
Against this bleak backdrop, the momentum for a broader peace initiative should be building. Sadly, however, it is not. Global leaders from U. S. Secretary of State Hillary Clinton to U. N. Secretary-General Ban Ki-moon have met with Congolese President Joseph Kabila and Rwandan President Paul Kagame in recent months urging constructive negotiations. Talks chaired by Ugandan President Yoweri Museveni now involve direct dialogue between the Congolese government and the M23 rebels, but the process has not been productive. To date, regionally mediated talks have only focused on short-term security issues such as border verification and the composition of a “neutral force” to eliminate rebel groups.
With a very tense restart, the latest round of talks in Kampala will likely only focus on restoring the provisions of the March 23, 2009 agreements, instead of the wider underlying issues. The bottom line is that no vision has been advanced or even conceived for a lasting solution that would keep neighboring countries from invading again and address core concerns of the broader population of eastern Congo. In short, as politics have become completely militarized, peace initiatives have become yet another forum for regional combatants with the biggest guns to secure short-term interests and manipulate international sentiment....
